This can achieved in one of three ways...
1. You could load the files in a media player capable of accessing the movies directly, for example, VLC or the Zoom Player from Inmatrix.
2. You could first extract the contents of the bin files using ISO Buster or VCD Gear, and then open them as usual with your favourite movie playback application.
3. Finally, you could mount the bin files using a virtual CD emulation tool such as Daemon Tools and play the movie as though it had been burnt to optical media.
